New GB Contraband Control Mark?

The 2011 edition of Vol 1 of British Empire Civil Censorship Devices by Konrad Morenweiser shows on page 126 a Contraband Control Mark listed as 5E from Liverpool.

Attached is an image of what appears to be a new marking similar in format but inscribed "L'pool (Manchester)" on a cover from Manchester to Philadelphia Pennsylvania dated October 5, 1942 along with a Flag Officer in Charge Liverpool type B label as shown on page 166 of the same volume.

Forgive me if this post doesn't work absolutely as planned- this is my first attempt to upload a scan and I think I followed Dann's instructions
and the link appeared when I previewed.

Very interesting. Who is the letter addressed to? I'd suspect a military entity or a shipping line or agent.
