116 US 1943 NY censor handstamp and Returned To Sender by Censor label on large piece of cover front addressed to the French Embassy in Washington, DC. Because Embassies are considered to be the sovereign territory of a foreign state, this is not domestic censorship. Until the Operation Torch (November 1942) invasion of French North Africa, the US and the Vichy regime maintained normal diplomatic relations. Though there was no formal declaration of war, Torch brought these relations to a close and turned the French Embassy into enemy territory £15.00
