May I ask if this French stamp was stamped in Russia or Fran

On the attached envelope, there is a handwritten mark similar to A17. Excuse me, friends, is this the emblem of a Russian inspector?
In addition, there are three handwritten instructions on the back of this envelope, which I believe were written on the envelope by relevant postal personnel or inspectors during the mail transportation process. Can someone tell me what they mean?
Another issue is that both the front and back of the envelope are printed with rectangular French stamps with frames, indicating that the envelope has been detained. May I ask if this French stamp was stamped in Russia or France?
