Is this round Arabic text stamp a check stamp?

Is the round Arabic text stamp on this envelope stamped in Egypt? What does the text content mean? Is it a check stamp?

This is indeed an Egyptian censorship mark. For Peter Andrews (1994) this is type 6 seen in use between 24 ap 48 - 5 oc 57
