Dear kaerophil,
The reasons for condemed letters are explained in the regulations of the censorship. Tipically they were comdemned according to their contents.
It was a duty of the DACs - Deputy Assistant Censors - plus the Comdemned Letter Department. (1)
Reasons? Well, let's see some of them: (2)

M. Contains anti-Allied propaganda
N. [...] Press Mail [...]
O. To an intermediary for enemy [...]
P. Contains defeatist or pacifist sentiment
